What is the Political Courage Test?

Kansas Gubernatorial Election 2018 Political Courage Test

Pro-life a) Do you generally support pro-choice or pro-life legislation?
Yes b) Should abortion be legal when the pregnancy resulted from incest or rape?
Yes c) Do you support the prohibition of public funds for organizations that perform abortions?
I am running to keep abortion laws the same. I believe this issue should be left between a woman and her doctor. As a libertarian, I believe individuals should be allowed to choose what organizations and agencies receive their tax dollars. It should not be mandated.

1) Budget Stabilization:Indicate which proposals you support (if any) for balancing Kansas's budget.

Yes a) Reducing state employee salaries AND/OR pensions?
Yes b) Instituting mandatory furloughs AND/OR layoffs for state employees?
No c) Reducing benefits for Medicaid recipients?
No d) An income tax increase on any tax bracket?
I would like to replace as many state employees with computers as possible, cut corporate benefits, eliminate spending that influences the way politicians vote, abolish the Board of Barbering, and the Board of Cosmetology. People shouldn't be forced to get a license to cut hair and do makeup. There are too many regulations. I will work to abolish the unnecessary red tape facing businesses from responsibly expanding and for farmers and ranchers. This requires state employees being let go.
No a) Do you support any limits on campaign contributions to state candidates?
No b) Do you support the regulation of indirect campaign contributions from corporations and unions?
Yes c) Do you support the use of an independent AND/OR bipartisan commission for redistricting?
No d) Do you support requiring a government-issued photo identification in order to vote at the polls?
Currently, campaign finance has strict regulations against how much individuals and corporations may donate to a campaign. For the Governor race there is a maximum contribution of $2,000 per election cycle. PACs and Super PACs have the power to influence elections with however much money they want to spend, as long as they do not communicate directly with the campaign. It's in the best interest of the American people to remove the individual and corporation limitations because it will add transparency in campaign finance filings and eliminate dark money. Proof of citizenship is already required to register to vote.
No a) Do you support capital punishment for certain crimes?
Yes b) Do you support the legalization of marijuana for recreational purposes?
Yes c) Should a minor accused of a violent crime be prosecuted as an adult?
Yes d) Do you support the enforcement of federal immigration laws by state and local police?
The state should not have the authority to end an individual's life. Furthermore, not everyone on death row is guilty. It's also less expensive to keep prisoners in general population than to go through with capital punishment. It depends on the assessment of development of the minor. Federal reform on immigration should happen. It takes too long to become an American citizen. I support a person submitting to a background check, disease check, and security check. We will have less illegal immigrants. I believe violent illegal immigrants need to be turned over the the federal government.
No a) Do you support state government spending as a means of promoting economic growth?
Yes b) Do you support lowering state taxes as a means of promoting economic growth?
Yes c) Do you support reducing state government regulations on the private sector?
No d) Do you support expanding access to unemployment benefits?
No e) Do you support requiring welfare applicants to pass a drug test in order to receive benefits?
No f) Do you support an increase of the minimum wage of Kansas?
No g) Do you support setting a maximum interest rate lenders are permitted to charge on payday loans?
Minimum wage prevents businesses from hiring individuals who need to accumulate skills for the job at a lower wage and prevents individuals from having the ability to work their way up the ladder into higher paying jobs within the company or industry. It also prevents businesses from paying interns anything between $0 and minimum wage. This gives a disadvantage to small businesses who cannot afford to pay interns minimum wage. Many states have spent more than saved on making welfare recipients take drug tests. Unemployment benefits: people should get back what they put into the system, nothing more, nothing less.
No a) Do you support adopting federal education standards in Kansas?
No b) Do you support state funding for charter schools?
No c) Should immigrants unlawfully present in the United States who graduate from Kansas high schools be eligible for in-state tuition at public universities?
No d) Do you support increasing funding for the state education budget?
The state is not efficient at funding education. Education should be returned to local communities, counties, and cities. I support passage of the Kansas Education Liberty Act in its entirety to usher in funding from outside of the state where nonprofit organizations handle the funding of schools. Funding would be incentivized through dollar for dollar tax credits.
No a) Do you support state funding for the development of renewable energy (e.g. solar, wind, thermal)?
No b) Do you support state government regulations of greenhouse gas emissions?
No c) Do you support increasing state funding for clean drinking water initiatives?
I support a level playing field for all energy producers. It is a widely held belief by those from all sides of the political spectrum that eliminating the subsidies for fossil fuel energy businesses would be the single best way to cut greenhouse gas emissions. The Kansas Health Foundation launched a $2 Million clean water initiative in 2015. Water.org created an investment fund to raise $50 million for the water crisis. Another fund opened to the public, providing an alternative to an outright donation. These are examples of the market providing answers for issues with our water.
No a) Do you generally support gun-control legislation?
No b) Should background checks be required on gun sales between private citizens at gun shows?
Yes c) Should teachers be allowed to bring guns into the classroom?
No d) Should a license be required for gun ownership?
Criminals, convicted felons, domestic abusers, and other prohibited purchasers who can not live another day without buying a gun will get one from the criminal black market. The state should leave it up to the school districts to decide if teachers should be allowed to carry a gun if they choose to do so. As Governor of Kansas I will work with local law enforcement and school districts to ensure the safety of our children.
No a) Should the state government increase funding for treatment facilities to combat opioid abuse?
No b) Do you support Medicaid expansion through Kansas's health care programs?
No c) Do you support requiring individuals to purchase health care insurance?
Yes d) Do you support legislation that grants citizens the right to choose to die through euthanasia?
No e) Do you support eliminating religious exemptions for vaccinations?
No f) Should able-bodied Medicaid recipients meet a work requirement to be eligible for benefits?
States with legalized medical cannabis have seen a decrease in opioid abuse. Although I do not support Medicaid expansion, as Governor of Kansas I will govern for the people. According to Fort Hays State University's Kansas Speaks poll, 69% of Kansans support Medicaid expansion. I want to allow for true market competition with our current healthcare system and allow for more insurance companies, doctors, and providers to help more Kansans. It's time to end the government granted monopoly given to the three large corporations who control Kansas' healthcare system. Other requirements like ailments and debt should be in place
No a) Do you support the inclusion of sexual orientation in Kansas's anti-discrimination laws?
No b) Do you support the inclusion of gender identity in Kansas's anti-discrimination laws?
No c) Do you support greater efforts by Kansas state government in closing the pay gap between men and women?
I will issue an executive order preventing the state from discriminating against anyone and work to implement laws that prevent the state from discriminating against anyone. Private entities that are bigots need to be exposed and boycotted. Social media is a very powerful tool that can shut down businesses.
The three most important issues I will face as Governor of Kansas are the state budget, education funding, and Medicaid expansion. I support responsibly cutting government spending; fully legalizing cannabis, hemp, and sports betting to cover the school funding increase; and bringing competition to our current healthcare system in Kansas. I also support the passage of the Kansas Education Liberty Act [KELA] in its entirety. KELA allows for nonprofit organizations to begin handling funding of education next to the current state education structure. Funding to the nonprofit organizations is incentivized through dollar for dollar tax credits per donation.
